Ubisoft said that each numbered entry for AC is about introducing new ancestors. It is called AC4 because it is a different ancestor. Same family, but still different ancestor.

Black Flag may refer to it has being pirate themed for this Assassin Creed and yes I do think so as I heard it like Conner's great grandfather or something to that sort.
