He starts off fully formed so there's no one place to look for an origin. Case files Vol 1 has The Return of Rico which gives some personal background but early Dredd stories are very different from what you probably expect. Casefiles Vol 8 has A Case for Treatment that really goes into the mechanics of his origin but it's just not very important to the character himself.

Best intro book I can suggest is Case Files Vol 5. It has The Return of the Dark Judges, Block Mania & the Sov Block War. Great classic stories that deal with the villains/tones/themes side of things.

Thankfully, Dredd stories have been repackaged into graphic novels. Looking for Dredd meets Road Warrior, the Cursed Earth. The Dark Judges was my favorite arc. So was the trip to Mega City Two. They did an Origins story for the 30th anniversary that explains what happened to the Earth and the rise of the Judges. So see if that works for your palette.
