Comic question: At what point did Thor go from 'random guy who found mjolnir' to 'oh yeah Odin planned that all along and Thor had amnesia'?

Yeah, my understanding is that early on it was Donald Blake who found mjolnir and transformed because he was worthy, but that his having always been 'the' Thor, who was suffering amnesia, was written in a bit later. My impression is that it was quite a bit later because I've heard there was a What If where Jane Foster came across mjolnir and transformed, so basically any nice person couldve weilded it until they wrote the amnesia backstory.
Then again I could be all off on this...

I always though that the only time Thor wasn't like...full on Thor was because he was placed in Donald Blake as punishment. But I never heard of it ever being Thor is just a random dude who found mjolnir.
