That it's incest or not is not the point, it's just a stupid plot development that came out of nowhere and doesn't make any sense. Glad they dropped it in the new season.
It would be more plausible if it were Kane's son, especially his strange obsession with him and not to forget Kane's flashback with a pregnant woman.

Deb and Dex were raised as siblings, and think of each other as siblings, that's incest. Ian could be Kane's or The Bartender's but the show is implying that he's Tom's.

Nah, He's the son of the Bartender and not Kane. Dexter and Deb aren't related by blood, so it isn't exactly incest but still twisted nonetheless.
