re: Cops - As I've told Leon, I only lasted a year as a Deputy because after that long I just basically gave up all hope for humanity and "the system" and flat-out quit. The problem with cops is the same problem with people - there are a lot of really terrible stupid asshole people out there who ruin it for the rest of us.
After spending 8, 10, 12 hours dealing with just one idiot after another ("oh sorry officer, I didn't realize I was driving 130mph in this 65mph zone", "since WHEN can't you park in front of a fire hydrant?", "F**k you pig! Go eat a donut somewhere, yadda yadda), you get really tired of people. Just in general. Plus, you have a captain or someone in power who's basically riding your ass to write tickets as much as possible (that's how we get paid, son!), but to make sure that the tickets stick (because god forbid someone come complaining to them about it). So you have to put on a skin - you have to steel yourself up. The best way to get out of a ticket? Be insanely nice. It sounds like sucking up, but remember that by the time we get to you, we've probably been cussed out twice and dealt with one really bad liar after another. Just fess up, say you're sorry, and make a decent case. I never wrote (or saw a fellow officer write) a ticket for the guy who just said "yeah, I was speeding trying to get home quicker".
As for efficiency, it depends on the person. Some cops went out every day like it was a mission - like their sole existence in life was to be on those streets like some kind of golden god. They'll work the case, they'll go the extra mile, they'll listen to people and try to get ahead based on solid closes. Then, there's the cops who are just there for the paycheck. They figured out a long time ago that making twenty traffic tickets stick and putting that money into the system (court costs, ticket costs, probation costs, etc) will get them just as much acclaim, pay bumps, and job security as the golden god (only with a fraction of the work). The rest of us fit somewhere in the middle where we'd go out and just try to do our jobs the absolute best we could during the shift and hope it pans out. Sometimes you have what you need to close a matter. Sometimes people expect that you can find their stolen car because they "saw a guy with brown hair taking it". It's a crapshoot. We did what we could.
