The story starts out at an abandoned apartment where FBI agent Ethan Thomas and two other agents are investigating a murder by a serial killer named "The Match Maker," a killer who strangles the victim, and sets the corpse up with a manequin as if they were on a date. While they're investigating the crime scene, the power suddenly goes out and footsteps are heard from the floor above. Ethan goes uptairs with his handgun drawn to investigate, but the weak floor suddenly breaks and Ethan drops back down to the floor below. Ethan's gun slides over to a mysterious man whose face is shrowded in the shadows and he picks up the gun and leaves. With no gun, Ethan continues to investigate. Ethan suddenly encounters the man pointing the gun at him. The man is shown to have an X carved into his forehead. While he continues to taunt Ethan, the two agents burst into the room, but the man shoots them dead and, afterwards, pushs Ethan out the window.
Ethan, surviving the fall, wakes up in the hospital with his teenage daughter, Anna, and his partner, Sarah. Ethan then checks out of the hospital a few days later. After being questioned by his boss, Robertson, Ethan, breaking his orders, continues to search for a connection between the murders and what happened the other night. Ethan overhears information that the Match Maker just killed another victim at an abandoned clothing store. Ethan manages to search the store before the other agents show up. Ethan then discovers the victim and takes a picture of it and e-mails it to Sarah to confirm the identity. Sarah then confirms that the victim IS the Match Maker. The FBI then shows up to search the store and Ethan manages to escape through the basement.
Ethan then looks at the list of serial killers that have been strangely disapearing and discovers a connection. That there was another serial killer killing them off using their own methods. Ethan sees that the next one on the list is a killer called "The Torturer," a killer who kills people by torturing them into commiting suicide.
Later that night, Ethan gets a call from Sarah that the Torturer has killed another victim at the (fictional) Plane City High School. This is the same school Anna goes to. Ethan sneaks into the school and searchs the gymnasium. In one of the lockers in the locker rooms is the mutilated body of the school coach. As Ethan manages to take a picture, the coach then wakes up and grabs Ethan's arm. As he pleas for help, he suddenly dies from too much blood loss. It is revealed from the coach that the Torturer is one of the students at the school. Ethan later runs into the same man with the X on his forehead. After a brief fight, Ethan manages to knock out the man and arrest him.
Ethan then restricts Anna from going to the school and is brought in to interrogate the man. Robertson decides to call the man S.K.X. (Serial Killer X) As Ethan goes in the room to interrogate SKX, Ethan's past is revealed to the audiance. Six months ago, Ethan and his wife got into a car crash when another accidently crashed into him, causing Ethan's wife to die. It is revealed that SKX caused the car crash because Ethan was on vacation from the agency and that SKX needed to get him back in to find out more information on the killers. Upon discovering this, Ethan then snaps and throws SKX across the room. Ethan attempts to shoot him, but SKX overpowers him and steals his handgun. SKX the shoots at the window to weaken it and jump through it to escape.
Defying Robertson's orders, Ethan and Sarah search for SKX. SKX then calls Ethan saying that he has kinapped Anna and wants the Torturer in return. Ethan reluctantly agrees to his deal and search for the Torturer at an abandoned doll factory. While at the factory, Ethan and Sarah are then attacked by the Torturer. After a brief battle, Ethan manages to knock him out and tie him up.
Ethan and Sarah then arrive at an old farm to trade the Torturer for Anna. Pleased with the result, SKX then gives Anna to Ethan and vice-versa. As SKX attempts to kill the Torturer, the FBI shows up and opens fire on everyone. Sarah is then shot in the leg and SKX is shot in the stomach. SKX then throw a grenade at the FBI squad and kills all of them except Robertson, who was hiding behind an iron crate.
After the Torturer escapes, Ethan points his gun ready to shoot SKX. Ethan then comes to his senses and lowers his gun. However, SKX takes his knife and chops off Ethan's right index finger. SKX then points his gun under his chin and shoots himself.
One week later, Sarah has a conversation with Ethan that he is now a fugitive. While Ethan insists Sarh on finding the Torturer, Sarah refuses because she is wired and that she can no longer help Ethan. After Sarah leaves, Ethan washes his hands in the bathroom and sees in his reflection an X carved in his forehead. Ethan is obviously hallucinating.
