In Fantasy, the best Armies are Chaos Demons, Vampire Counts and Dark Elves. Yes fantasy has a more rigid structure but it's also more limiting and complex. The Hit-and-run tactic you described is a common one...you'll need artillery, flying unit or fast cav to catch them....and maybe some anti-missile fire items.
40,000 is a bit looser in how you set up and move about...and you don't depend on Leadership as much.

I'm mostly a 40K player...but I've been thinking about fantasy....maybe Chaos Warriors or Vampire Counts.

To answer your question about SWTOR, no. Unless some changes are made or the company convinces me that this game will be more than just an expanded KOTOR game, I'm not interested.
For me, Star Wars was never about the Jedi. If you look at the films, Jedi and Sith did very little in the way of actually fighting the war or changing things. Sure Luke took out the Death Star (but he needed Han to help) and Palpy became Emperor (but the Senate VOTED him in). For me the best parts were the space combat and the ships, the renegade characters moving beyond the Republic or Empire.
Unfortunately, SWTOR is focused near-completely on Jedi/Sith, with some extra characters allowed as "back-up"...just like in KOTOR.
