RE: Winter preparation: Hmm, I dunno how to acclimate to this weather (I grew up with it... so it's what I know...) but I can say you can survive just about any kind of Syracuse snow if you make sure you (a) keep the moisture out (b) sheild the gaps in clothing (cuffs, collar) to repel wind and (c) have good boots that lace up well and have good traction.
You don't have to go all crazy, like an enormous coat like the wear in Fargo (but if you WANT one like that, it can't hurt.) I get away with the following, a heavy sweatshirt (with hood) wearing a army surplus coat (with extra liner), a wool hat, a scarf (to prevent wind from creeping into the collar) fingerless gloves (so I can still use my hands outside), and good boots. as long as you keep the heat in, keep the moisture out, you'll be fine. (check out DeJulios 666 Burnet Ave they're a good army/navy surplus store. plenty of reasonably priced stuff for winter)
Snow arrival: When the snow arrives... It varies... each winter season is different in various ways... but there are some things that hold true:
1) November and December are unpredictable, but honestly, more often than not, they're not that bad. We've had more mild Nov's & Dec's than we've had terrible ones...
2) It starts to get really tricky around January, February and March. That's when the Lake Effect snow hits. From there it's sort of an endurance test.
3) AVOID OSWEGO during JAN FEB and MAR. It's really close to the Great Lake Oswego... and it goes without fail that each year they get slammed with snow and ice for a week where it's "no one in, no one out".
I personally tune into Channel 9's weather. More than the other stations, they have a better rate of accuracy and do better "planning" forecasts. http://www.9wsyr.com/weather/default.aspx
