He's not, Many people mistake the choices of the whole production on him! when infact he's come out and said Inafune asked him to put THAT megaman in a year ago, also he doesn't have control of the character selection the battle director dose(Ono wanted R.Mika in Super SF4, but the battle director turned him down), the BD also has control over the different systems such as Gems....So while Ono is taking it all in stride and acting like the troll he's not the bad guy here.
