well Gary Oldman said that the Riddler was a strong chocie for the third and there are a lot of people saying it will be him so yeah probably the riddler dont worry about him being scary because look at Two-Faces first movie appearance he was stupid now look at him he's awesome I'm sure they could do a similar thing with the Riddler, plus the Joker isn't dead he's locked up which means he might come back as either a small or huge character, there are rumours that two-face isn't dead and I dont think he is becuase there wasn't a body in the casket because people would question Harveys face, apparently Chris Nolan wanted the Black Mask for Dark Knight but realised that people want the joker and done him instead so maybe he's saved him for the third one

this is a question only the riddler could solve haha

well hopefully it will be some one good anyway... two face would be my first pick, but how could they use the joker when heath is dead? I know they could use some one else but I'd hate to see it. I think it should go down as a one time deal sort of a tribute to him.
but yea haha who knows...

well I'd rather it be the riddler than the penguin, I never liked him much, even for a villain hah.

I'd like to see the Riddler actually if they can't bring back Two-Face. I mean the Joker was awesome, and the look worked well on screen. I'm not sure if the Penguin would work style-wise. Maybe...but yeah, I'd like to see the Riddler.

I'd also like to see Catwoman, even if it is just a minor sub-plot or something, seeing as Rachel Dawes is dead.

well in my opinion it's also a question of who a charakter is represented by... I mean if Chris Nolan had casted the Joker with somebody else it could have ruined The Dark Knight as well as a wrong cast for the Penguin's charakter could ruin the third movie. If it's gonna be a good cast I'm sure the Penguin will work very well as a villain for movie no.3.
And yeah, the Riddler would be great too. :-)

Catwoman, that's quite tricky. I mean, she also should work as a proper charakter and not just as a substitute for Rachel..

well see here's the thing.... I love catwoman but I'm not sure that it'd be tasteful to bring her into the story cause Rachel just died so batman would just look fickle now wouldn't he....? Anway, to get back to the villain part; I think it'd be cool if Nolan introduced a kind of newer-to-cinema character as in someone that hasn't already been done, for instance the black mask, or killer croc, hush, etc... I mean obviously killer croc isn't the most interesting depth wise since all he does is say a bunch of one liners mostly about chomping on batman's flesh and what not- but he would be cool as a side villain. Honestly hush would be awesome, I just want to see something new.
I'll just say it now though, really I think Nolan's bringing back two face right after I finished watching the dark knight I thought hmmm I'm not sure he's really dead. I mean the whole point of batman taking the blame for harvey's crimes in the end was so the city of gotham didn't see their hero(dent) fall from grace. So if he didn't die, then there still wouldn't be a point in telling them he went crazy and turned evil. Plus it would definitely go along with original comics where two face goes through therapy and plastic surgery to try to cure him, try is the main word there.
Well whoever it is it better not be freeze..... or poison ivy for that matter lol...
