Batman made that signal for two reasons.
1 To strike fear into the hearts of his enemies by letting them know that The Batman has returned to Gotham.
2 To give hope to the people of Gotham by letting them know that Batman is there to save them.
I do agree that batman could have come up with a better/faster way of getting that message across.

So, let me get this right. You are saying that Batman's whole idea was to light the Bat-Sign so that the criminals and people of Gotham would go "Oh, Batman is back".... Instead of taking the time to STOP THE BOMB in the first place, which would make both the criminals and the people in Gotham go "Holy shit, Batman completely stopped the bomb! I thought he was dead!"?
Pretty sure that if Batman actually STOPPED THE BOMB instead of putting Napalm on bridges, he would get a lot more "fear" from his enemies who thought he was dead, and "hope" to the people of Gotham who thinks he returned from the dead just to save them.

Or he could have just used a bat signal like the one Gordon destroyed at the end of TDK. It would have saved him a heck of along time, and more people would have saw it.

As for your response, the film made sense...the symbol gave him an army and made the cops realize that their city is ...oh fuck it. Youre still gonna find something else to bitch and moan about. Im not doing this again

I thought that's what he did when he appeared flying overhead, when the convicts had those vehicles, thery were afraid, but when Batman showed up in the air they found the will to fight.

No no, that was the army he had gotten because of the bat signal, and Foley was leading the charge. MDS is a pussy who cant accept the fact that the film was nowhere near as bad as he makes it out to be. So he whines and bitches about anything he thinks is a plot-hole lol
