1 To strike fear into the hearts of his enemies by letting them know that The Batman has returned to Gotham.
2 To give hope to the people of Gotham by letting them know that Batman is there to save them.
I do agree that batman could have come up with a better/faster way of getting that message across.

You are saying that Batman's whole idea was to light the Bat-Sign so that the criminals and people of Gotham would go "Oh, Batman is back".... Instead of taking the time to STOP THE BOMB in the first place, which would make both the criminals and the people in Gotham go "Holy shit, Batman completely stopped the bomb! I thought he was dead!"?
Pretty sure that if Batman actually STOPPED THE BOMB instead of putting Napalm on bridges, he would get a lot more "fear" from his enemies who thought he was dead, and "hope" to the people of Gotham who thinks he returned from the dead just to save them.
