Hmm.... Interesting choice, but Batman will kick Green Arrow's ass for sure, cause Batman's a skilled fighter and has a stronger physical muscular body and he's agile.

batman, has more experience in hand to hand, range, and is just plain stronger. arrow is pretty good at long distance but batman likes to disappear and sneak up on his opponents.
