She doesn't look masculine, it's just a tribute to the character design that she can be drawn in so many different ways. I have seen Chun Li portrayed as being over-muscular, as a athletic woman, as a petite anime girl, and pretty much everything in between. That is why I think she is the best female video game character ever, because she is so open to different interpretation.
(fyi, the two pictures I posted I got off the Chun Li fans Facebook page. They don''t credit artists there, but I have seen most of this stuff on deviantart, so it shouldn't be too hard to find).
