Without a doubt it's Black Dynamite. It is so dead-on and with one or two exceptions, subtle. My second favorite is Airplane!, especially after seeing Zero Hour on TCM. I hesitate to add Young Frankenstein to my list (probably the first movie I'd ever seen multiple times in the theater) because it plays more like an homage film than a spoof or parody. Still, a great movie. And I'm still surprise no one ever mentions the clock tolls thirteen before the Baron's coffin is opened.

I vaguely remember a 1980s movie called Student Bodies, which was a slasher parody and had a few laughs mixed in with some over-the-top goofiness. Kentucky Fried Movie also had a pretty decent parody of Enter The Dragon tucked in there (plus That's Armageddon (disaster movies), Catholic High School Girls in Trouble(exploition movies), and Cleopatra Schwartz(blaxploitation movies)).
