The only hint we have is the one line "I'm not bad, I'm just drawn that way", but does not necessarily settle the issue, that these people are being created by humans. The fact that they go to the trouble of live filming a living cartoon, to become 2d cellulite, seems backwards, if 2d animation is the original method of creating them in the first place.
