What's the purpose of having Two Face without a split personality?

What's the purpose of having a Joker who is just a thug in make-up?

Cutting out the clay monster bit would be no different from the above examples.

I really wanted Hush or Black Mask in the movie. I think it would've been so good to see them in the Nolanverse.

Hugo Strange would've been sooo good in the movie. Batman is a " murderer", they hire Hugo Strange and he finds out who is Batman. I say a Hugo Strange and a Bane combo would've been great.
