If you are able to replay the mission and receive a "bonus" of some form with the higher amounts of civies killed? Then it might be too controversial. As it is now, it's basically what all COD players wanted to do anyway. Walk into a room and just mow people down like a god without having to be shot at in return.
However, it's the fact that single player is only about 4hrs long. Story makes no sense in connection to the rest of the COD games. Multiplayer is messed up. Bots/Hacks are already out. PC version sucks cause of lack of material. Game gets old really fast.......
In otherwords, the game got hyped because of name only and not really content.

Bots/hacks are out for every online pc game. IMO call of duty is more of a console game (obvious from the apparent issues with the pc version) while counter - strike is more of a pc game.
I've been playing the 360 version and it's been a blast. The campaign and story has a few flaws, but it was still a fun experience to play through it. The multi-player isn't revolutionary, but it is an extreme improvement over its predecessor. If you hold the original and the sequel together, you'll always want to choose Modern Warfare 2 to play. I think the game went beyond expectations. Spec-Ops mode is also very addictive. New down-loadable content will give multi-player and Spec-Ops mode a lot to work with. As for the PC version, I know most gamers were mad over the whole server controversy. I really thought it was just stupid...but I'm not a PC gamer. I think modding and forming little communities to change the game up isn't that great at all -- why purchase it if you're just going to change its content? The 360 version has no hackers at all and it runs smoothly. This is without a doubt the best FPS out there right now.
As for this 'No Russian' controversy...this mission has a purpose and it's crucial to the story, but you didn't necessarily have to play through it. I think if they made a video of Makarov gunning down everyone, it could have been just as effective. It's whatever to me. It doesn't take away or add onto the game in anyway.
Finally, to those who say that it's the same thing as GTA...it isn't at all. This mission is a lot more realistic, where as GTA IV is almost like a comedic satire. The characters in that game are so exaggerated that you feel like you're in a comic book when you kill them. Cops, SWAT, FBI etc. are all ridiculously funny, and so are the civilians. It's like you're in a cartoon. This level in Modern Warfare 2, however, is much more realistic and "disturbing".
I absolutely love the idea of this level, and thought that is was the only truely powerful one in the game.
With every bullet I fired, I found the next that much harder. It made me think of every similar thing done in both the real world (Columbine shooting) and the fictional one (ending of the first book of Odd Thomas).
