What would be a good starting game for someone who is new to the series?

Most of the games are less than stellar.

The RTS Dawn Of Wars is fun. A very solid RTS actually.

The uhh... Space Marines was it? Its fun, but not much more than a rental honestly. 

Yep.  Dawn of War.  It's made by Relic and they're doing some of the most original things with the RTS genre in the entire industry.  Dawn of War itself is pretty basic, but games like Company of Heroes really changed up how RTS games could be advanced.  Anyway, you can get the original Dawn of War and its expansions pretty cheap now, and they're a bit on the older side so you don't need too powerful a machine to run it.

Love Relic, they've made two RTS games that I love: Company of Heroes and Impossible Creatures.

Space Marine Is quite fun too.

There's not a whole lot to choose from. In recent years it's only been Space Marine and Dawn of War as far as I can recall. If you were into Company of Heroes then you're probably going to like Dawn of War as well.There's a bit of a difference between the first and the second one, the first is more of a standard, base building RTS while the second one leans a bit more towards small scale RTS with a bit of RPG mixed into it. I prefer the first one myself (if only for the sheer amount of teams avaiable once you have all the expansions installed), but they're both quite excellent. The story is totally secondary, so go for whichever one looks the more fun.
