My favorite pick...The Master. Best written game villain to date. Not only does he have a plausible ambition but it's not really all that villainous at the end goal, just the way he goes about it. The character design was even top-notch over Fallout's already innovative "talking heads" giving life and expression to characters you're talking to. This would later be what we often take for granted in many other games; used *extremely* well in Vampire: Bloodlines...pity that Bethesda's antiquated and poorly upgraded engine could only manage the expressions of "stoned boredom" "stoned surprise" and "stoned joy" for Fallout 3. Unfortunately, all three expressions are so similar that many fans of the game have trouble figuring out which is which.
Although I consider the look and speech pattern they came up with for this character somewhat brilliant, I think keeping someone 100 percent enigmatic for almost the entire series is a cheap way to make your audience interested in someone.
For me it will always be Cecil Harvey (The Dark knight) from ff2 for north american fans part IV to everyone else. This was the first RPG I played and lost sleep over lol.
